I don't see the problem... the only useful thing could be hacking abandoned vehicles... maybe the LAV used by those Heavies who wander around vaporizing every alone target.

According to the way you described this grenade, it is more oriented VS Amarr Scrambler Rifle: they would be VERY VERY STUPID to use this grenade against Scramble Rifles... Generally speaking, I like the idea but it should be more effective again...
